Paul Zukowskyj is an experienced local leader and dedicated public servant, serving on both Hertfordshire County Council and Welwyn Hatfield Borough Council with distinction. 

He brings over 20 years’ professional experience in geography, environmental analysis and spatial planning, including as a Senior Lecturer at the University of Hertfordshire. He is committed to evidence-based policymaking and practical solutions. Paul’s experience means he has a strong track record across planning, environmental policy, transport and delivering a significant range of local services.

A true Liberal Democrat willing to fight for democracy, Paul is focused on tackling climate change, strengthening the NHS and social care, and building a fairer economy, with power devolved to local communities. He believes our country needs strong, credible, and locally grounded leadership.

As Cabinet member for Environment, Transport and Growth, Paul has led the council in planting 128,000 trees in the first year of Lib Dem administration at Hertfordshire County Council, 37,000 more than the previous administration.

Bus franchising, active travel enhancement, launching the Hertfordshire economic strategy, delivering 20mph areas for over half the urban area of the county, getting better funding from developers for roads and schools, leading on the Local Nature Recovery Strategy and leading on delivering a better waste service – enhancing recycling, are just some of the projects Paul has been involved in delivering or has already delivered while on Hertfordshire County Council’s cabinet. 

Paul is also involved in humanitarian aid work, having been involved in six missions so far to deliver aid to those in desperate need in Ukraine, in some cases only a short distance behind the front lines. So far, Paul and the team have delivered over 150 tonnes of medical, food and other aid to charities, hospitals and care settings across Ukraine.

With a combination of local government experience and a clear national outlook, Paul is representing his constituents with energy, integrity, and a strong commitment to Liberal Democrat values.
